Rutgerd Boelens es profesor de ‘Ecología Política del Agua en Latinoamérica’ l en CEDLA y en la Universidad de Ámsterdam (GPIO). También trabaja como profesor asociado en la Universidad de Wageningen (Grupo de Ciencias Medioambientales, Gestión de Recursos Hídricos) y es profesor invitado en la Pontificia Universidad Católica del Perú. Dirige la alianza internacional Justicia Hídrica, que se dedica a la investigación comparativa y a la capacitación en materia de acumulación, conflicto y acción de la sociedad civil en torno al agua.
Sus investigaciones se enfocan en los derechos, el pluralismo legal, la política cultural y la ecología política del agua en Latinoamérica y España. Se dedicó a la investigación-acción participativa sobre el desarrollo rural en los países andinos (1992-1997) y, antes de fundar Justicia Hídrica en 2009, dirigió la alianza internacional WALIR- Water Law and Indigenous Rights (2001-2007), así como varios programas importantes de NUFFIC sobre la gobernanza del agua en América Latina. Actualmente coordina los programas ‘Luchando por la seguridad de agua en los Andes’ y ‘La transnacionalización de las luchas locales por el agua’ con NWO/WOTRO. Rutgerd Boelens se graduó en ciencias ambientales (MSc) y en ciencias sociales (PhD, 2008) por la Universidad de Wageningen, obteniendo en ambos casos una calificación de cum laude. Su tesis doctoral The Rules of the Game and the Game of the Rules. Normalization and Resistance in Andean Water Control fue reconocida entre las facultades universitarias holandesas que se dedican al ámbito del Desarrollo Internacional como la mejor de las defendidas entre 2007 y 2008.
Rutgerd Boelens is Professor ‘Political Ecology of Water in Latin America’ holding a part-time special chair with CEDLA and the University of Amsterdam (GPIO). He also works as Associate Professor at Wageningen University (Environmental Sciences Group, Water Resources Management), and is Visiting Professor at the Catholic University of Peru. He directs the international Justicia Hídrica /Water Justice alliance, engaged with comparative research and training on water accumulation, conflict and civil society action.
His research focuses on water rights, legal pluralism, cultural politics, and political ecology, in Latin America and Spain. He worked as action-researcher on rural development in the Andean countries (1992-1997), and before founding Justicia Hídrica in 2009 he directed the international Water Law and Indigenous Rights alliance WALIR (2001-2007), and several large NUFFIC programs on water governance in Latin America. Currently he also coordinates the programs ‘Struggling for Water Security in the Andes’ and ‘Transnationalization of Local Water Battles’ with NWO/WOTRO. Rutgerd Boelens graduated in environmental sciences (M.Sc) and social sciences (Ph.D., 2008) at Wageningen University, both cum laude. His PhD thesis The Rules of the Game and the Game of the Rules. Normalization and Resistance in Andean Water Control was awarded ‘Best PhD dissertation’ among Dutch university faculties working in the fields of International Development, over the years 2007-2008.
